Controller Issue on Dragon Age Inquisition

So after spending the better part of the last two or so days, re-buying DA:I on steam thinking it was just an Origin Issue, and buying a whole new XBox controller, I have come to the end of my rope and know-how and am turning to support for help.

I have followed pretty much every possible instruction on a message board (official EA, reddit, etc) and cannot find a fix that will work. 

I have connected the controller before booting the game. I have connected it after booting the game. I have disconnected it, restarted my PC, and then reconnected it before starting the game. I have disconnected the controller, shut the PC down, reconnected the controller, and then booted the PC back up then tried the game. I have checked the profile files in the documents folder and made sure they have the right number next to the controller line. I have done two full uninstall/reinstall cycles in BOTH Steam and Origin (i own the game twice now). 

When I last played the game some handful of years ago I vaguely recall having an issue and then being able to easily fix the issue. But I do not recall anything being this difficult.

At this point I am throwing a Hail Mary and hoping that someone on the EA Support Message Board can help me out in solving this issue because at this point I am quite frustrated and unsure what else to do or where else to turn. It isn't even like I am using the controller wirelessly. Its plugged in and the PC itself (heck **Steam** itself) recognizes that there is a controller plugged in and functioning. Other games (both steam and origin) recognize inputs from the controller. It feels like I am being gaslighted by a game because it tells me there is no controller connected when in fact there IS a controller connected.

I have now tried wirelessly connecting, same issue. I have also attempted the help chat which recommended I come back here.

After working with EA Help via twitter for the better part of about four hours we came to the conclusion that DA:I is just not compatible with the newer XBox controllers. So I have now dug an old wired 360 controller out of storage. So far I am continuing to have the same issues as before. Hopefully I can find an easier fix with this one.

Hopefully someone out there can save me from this particular circle of hell.

    Sorry to @ you like this. I have seen your responses on several other threads dealing with the same issue going back a couple years and hoping there is a solution. 

    I **USED** to be able to play DA:I on controller. The last time I had it installed a couple years back, decided to re-install and replay the series on my way to getting ready for Dreadwolf but I cannot for the life of me get DA:I to recognize my controller whether it is connected by wire or wirelessly. 

    I contacted the EA Support team and they directed me back to Answers HQ because I had already attempted all their troubleshooting.

    At this point I am frustrated and tired and am just hoping for some help figuring out what I have clearly done wrong or what setting I haven't changed to the correct setting to allow the controller to connect.
