Dragon age Inquisition --CPU overheating
I play all kinds of games (Starcraft, intensive graphics shooters etc...) and my CPU temperatures never ever go higher then 65degrees. With Dragon Age inquisition, I get between 80-90degress cons...

win 7 ultimate 64-it
amd fx-8350 8-core @ 4GHZ (Seidon 120M liquid CPU cooler)
32GB XMS3 DDR3 @1600Hz C9
Dual GTX 760 DirectCUII OC 2GB (SLI) + GTX 460 (dedicated PhysX)
and a 5,000 BTU Air-Conditioner (closed loop vented)
No load temps for CPU is usualy around 1c-5c
with this game it's running around 50c and at or over 80% usage across all 8 cores.
GPUs with no load are around 24c
With this game, at or above 75c on meduim settings.

its because this game is poorly optimized.
there is no reason it is bringing all 8 cores to 100%..
try to set affinity to every other core..
it doesnt seem to impact the game and it will drop your temps.. it did mine by 10c.
