game crashes when trying to start a new game

So, I had forgot about the 4G patch which seems to have fixed the crashing on new game issue.  Now, however, the game is crashing as soon as it gets to the character creation screen. I've done the following so far:

Updated PhysX to latest version

checked compatibility mode
checked affinity
ran repair
ran 4G patch

I am now at a loss as to what the issue can be.

The 4G patch did not fix the issue; in fact, apparently made it worse. So, I uninstalled and reinstalled the game. After the reinstall, I reapplied the 4G patch only to have the game not see my saved games and change the resolution. When I tried to start a new game (as that was the only option), the game went black and quit. I also tried to run one of the DLCs; same result with the screen going black and closing. I am running no mods. This is certainly some kind of resource issue, but I am at a loss as to how to fix it.

1.  No mods

2. Game was installed through Origin.

After I select new game, the splash screen comes up, and then the game closes. I did just find the .DMP files, but I can't read it; looks like it in ASCII

Zip 2 or three of the .DMP files together and load them up at a free file hosting side like Onedrive or dropbox.

Post the Link here, I will have a look at them tomorrow.

The log shows one mdmp file, but I am unable to locate the file on the hard drive.  The directory where the errors shows it to reside is empty. There is a file in the archive directory in the same location but it shows as empty.

I cleared out the directories and tried again.  A file does get created, but with no data, so I am unable to locate the dmp file for analysis.  Not sure what else I can do.
