I loaded the save file, and I have the exact same bug.
I'm not sure what else you can do at this point. It looks like the save file is the problem, but if you reloaded all the way from before Adamant, then who knows how early this happened exactly.
Thank you for trying, and for all of your help with this, I can't believe you don't get paid, I'm really grateful. Even though it couldn't be fixed it's very validating to know that it just is what it is and I can move on. I think I'm going to just lay this save to rest, and try downloading a save file from Nexus so I can at least finish the main quest to experience the story before Veilguard without redoing 60 hours of gameplay.
