How do I get the unlockable downloadable content?

I have the Game of the Year Edition of Dragon Age Inquisition on Steam and I'm trying to get the remaining DLCs not included there. I went to Dragon Age Keep and unlocked everything in the "Rewards" section, but when I started up the game and progressed past sealing the rift at the Temple of Sacred Ashes and checked the special shipment chest, items like the Ring of Technical Logic from the NewEgg Logitech Promotional DLC and the Amulet of Martial Determination from AMD Radeon™ In-Game Gift Pack aren't there. I've imported a custom world state and pressed the "Sync Career" button on the upper right, but nothing seems to work.
