How do you apply Perk pints For Dragon Age Inquisition

I have been playing..noice i have some...but how do i apply perk points in Dragon age Inquisition...also where in the world to i find the plant for the statue ..i think the mission is love letter or something like that

You apply Inquisition perks at the war table. The menu to apply them will appear on screen as soon as you enter the war room.
