I have the same problem. The only ones which show up are the ones without fabric to them, like circle of magi or dwarven.
I have the newest nvidia driver installed as well as updated all other major drivers like mainboard and so forth.
After I have captured the first keep besides Skyhold, it looks fine now. So this option gets active to late or the default banner is not set properly.
I'm on XB1 and I've run into the same thing. Only the ferelden banner seems to show and every other banner is invisible
