I'm having the exact same problem with Dorian, where I've romanced him, ended it and then now I can re-romance him again, it's just the same options over and over again.
So then I tried to romance bull and I can't get anywhere with him, I've done his personal quest and have very high favour with him but still nothing. I think the romance is bugged because it seems like something is blocking the relationship from going further.

only bug I'm seeing there would be people saying you and bull are still in a relationship.
From what I understand, as soon as you've "broken off" a relationship with any party member, you can not romance them again. So your friend ending the romance in that conversation permanently locked you out of being able to continue a romance with bull.

I think it is weird that people are still mentioning you and bull as a pair when you're with dorian. Maybe they're still all in shock after culled, josie, and cass walked in on your "fun" and haven't realized it ended. :P
