Josephine romance missing dialogue

I finished the quest to bring her the crest and when I went to talk to her again she won't say anything about that duke or whoever her family betrothed her to so I cant proceed with her romance. Help!

@JubileeMarie Hey, it's been quite a while since I did the quest chain in question, can you check if there are any War Table missions that you can take? If so, hopefully this will help with moving her story forward.

No, Ive done every one provided until this point. She has no war table quests/operations available right now. I do have mods installed but I dont think any of them would effect this.
