I had the same thing, i cant be sure but, it was not allowing me to judge, that after i changed my throne... so i changed it to another one.. went to kill crestwood dragon and came back to try again... and lo and behold, i could now judge again... i am pretty sure the dragon or leaving the keep had nothing to do with the judging, but the throne.... i had the andraste throne, then changed to some other and it worked.

Same with me, my character had the same issue and I tried all five other thrones in my possession, along with restarting the system and nothing corrected it. I did not have the Andraste Throne, yet, but through play I aquired it through another side mission and then loaded that and the system correctly loaded the judgement sequence. So, if this issue happened to you, looks like you will need to first need to aquire the Andraste Throne to complete that quest.
- ApprovedAnonymous10 years agoThis worked for me! I had reverted to a save to rejudge Lord Erimond, had my judgement glitched. So I reverted back to the save right before his judgement again, completed Cassandra's quest that gives the Andrastian throne, did a few quests in the hinterlands, retuned to Skyhold, changed my throne to the Andrastian one, went to judge and it worked.
