Possible Quest Glitch, The Trouble with Darkspawn

When doing the Trouble With Darkspawn quest, I reached the point where I have to track down Servis to a nearby fort, but can't get any further.  Quest either doesn't complete or won't progress to nex...

Also experiencing this glitch. The quest market remains and yet the mage I'm after doesn't spawn. Loading a save should work for those who happen to have one but unfortunately I've moved to far ahead before noticing. Playing on PS4.
