Thanks for the description. As a thought, does she spawn at Skyhold past this point? It doesn't fix the confusing quest marker, but at least would allow you to finish the turn in.

If she does remain at Skyhold, I've never seen her. Can you tell us where she is supposed to be after the hearing, assuming she is intended to be? I wasn't under the impression that any of the felons actually showed up in town.
