Same thing happened to me... Told her to work for the inquisition as a scriber(I think thats what he said) and thought she'll be around skyhold but couldnt find her. I am now 8-10 hrs past that point and still nothing. Really frustrating.. especially trying to complete everything. Hope they'll patch this.
Is there a fix or work around for this yet? I already got to far a head to turn back and talk to her before judging her.
As of 1.04, no. At least retroactively. Don't know if this bug is fixed on new saves.
If anything, I guess it'll be patched for sure in the future 1.05 patch.
