Same problem, same conditions.
Sent Leliana on a rather lengthy 8-9 hour mission and after completing Bull's Chargers v. Dreadnought quest the blinking "in progress" icon is missing from the war table and cannot reassign her due to her being "on mission". I'll wait until after her mission is supposed to be finished then report back. Not holding my breath.
Luckily I saved just before the chargers mission but I still have about 3 hours of playtime after that in my current save.
Not my only problem with Bull's mission btw. During the final cutscene with the dreadnought Gatt and his dialogue were missing and Bull was responding to no one. The issue was resolved when I changed party members and did the mission again.
Not pleased with the amount of bugs and crashes in the PC version thus far.
