Two Options iirc at that point.
One you can go to the tavern and see if you get a cut scene with a magister and if so, you will probably be able to recruit the mages.
Two you can forget the mages and move to recruit the Templars, which I think you can do at that point.

I was actuallly able to reach what should be the resolution of the quest and recruit the mages, but because I wasnt able to enter Redcliffe, the first objective in the quest is incomplete and the quest still shows up as incomplete in path of the inquisitor. 😕mileyfrustrated:
