Content from which DLCs are you missing exactly?
Unfortunately, I won't be able to check on which PSN/EA account the code was redeemed since our system doesn't recognize PlayStation codes ☹️ However, if you are sure that you're using the correct PSN account, perhaps the problem is in files synchronization? It is possible that you have some cloud saves that might be causing the issue.
I've managed to find some steps that helped a few people in the past:
2. Delete System Storage data for Dragon Age (don't delete the save data!)
3. Upload your Dragon Age save data to online storage (only if you have PS+)
4. Delete your save data from the system (make absolute sure that your saves show up on your online storage, if they aren't there then this will cause you to lose your data permanently! (skip this if you don't have PS+).
5. Cut the PS4 internet connection off.
6. Put Dragon Age back in and let it finish installing
7. Cut the PS4 internet connection back on, then download the patch by pressing Options on PS menu screen then select Check for Update
8. Once that is done, then press down on the PS4 Menu screen to highlight Related Items, press right to select Add-Ons. Then on the next screen press X on the arrow icon to the left of the Flames of the Inquisition DLC. Then let it finish downloaded.
Hopefully, they will be useful for you as well 🤞
Reaching Skyhold might trigger activation of a few DLCs as well, however most of them should be unlocked in Haven.

I've never had the plus membership nor used any external drives, but sure I'll give that trick a try. Once I've tried that and gotten to Skyhold on this new PT, I'll get back to you. Might be next week, could be sooner.
Shame you can't just check the code like you said, but eh, whatcanyedo..

Also, I might just be too tired, but I'm having trouble understanding how you think I might have been able to use the code on another account, but then continue using the dlcs on my current account? If the codes are one-time-use-only and bound to an account so to speak, then I shouldn't have been able to use them on another account at all, right? English ain't my mother tongue, so I just might not be getting it. Plus techonological terms aren't exactly my strong suit to begin with. - EA_Ataashi8 years ago

Yeah, it would be easier if I could check this code for you, but as far as I am aware, PlayStation support should be able to get it done if they use a similar system like ours. They should also be able to confirm if the code is valid and was redeemed on your PSN account, so maybe it would be a good idea to get in touch with them as well?

- Anonymous8 years agoJust a quick update: got to Skyhold on that new test run, but nothing changed.. Just got those freebie weapons from that minigame, but that's it.
The info on Playstation's website wasn't any help, and I haven't had the time to get in touch with them directly yet.
Gotta say: if the dlc bundle comes on sale before the issue is solved, I believe I'll just buy them again, because I loathe hassles like this hahah.- EA_Ataashi8 years ago

It would probably solve your issue but I don't want you to spend extra money on them again if there might be a different solution available 😉
Try this link - it should allow you to send them an email inquiry.
If you want to get a phone number to their support, remember to change the region in the bottom left corner of the page, then choose: PlayStation 4 Help -> PlayStation Store and transactions -> Voucher codes -> Redeeming a voucher. At the bottom of the page you should see the call option, if it's available in your region.
