"Weeding out Bandits" bugged quest

I haven't seen a post about this bug that's been made within the past six years, and not a single post has been answered. I'm trying to complete all sidequests and I've gotten to the Crestwood quest "Weeding out Bandits" that calls for me to kill 8 bandit highwaymen. Slight problem: the bandits don't spawn anywhere. not within the quest area, and not outside of it either. The quest literally cannot be completed. I've found a couple of suggestions as to the cause (the chief one I've seen being that I completed the "What Pride Hath Wrought" quest before this one) but not a single suggestion as to the solution.

I'd either like to know if there's a way to fix this bug, or if there's a means for me to spawn in some bandits via console commands that I could kill to potentially complete the quest. I have tried to close the game and come back, I have tried to fast travel out of Crestwood, complete another quest, then come back. Nothing. At the very least, is there some sort of way that I could get the quest out of my journal? That's the worst part (I've got OCD). I never would have taken the quest if I knew I wouldn't be able to complete it :').

    If you finish the main quest What Pride Wrought, the one that takes you to the Temple of Mythal, the Crestwood side quests can’t be completed. I was finishing things up before I the last main quest of killing Coryphshite and that’s how I found out. Wrym Hole is the same way. So if you don’t mind replaying certain things, go back to a save before you completed the main quest. 
    I know this answer may be late but, I just ran into this myself.

    I know this answer may be late but, I just ran into this myself. 

    @s-crew135 Typically this is what I do when I run into these issues with the game. I make sure I have enough saves before certain missions that way if an issue like this happens, I can just reload and do it all over again. That part is a bit irritating yes, but it will in the end save a lot of time.
