Zevran War Table cameo

I've gotten a message from Zevran offering his help on the War Table in Skyhold, but he's supposed to be dead. The Keep still says he's dead in the playthrough state.

I suppose it was foolish to hope that import bugs were a thing of the past, but this sounds like it could be a bug in the game itself rather than the Keep because the wiki says you aren't supposed to get "The Missing Assasin" if you pick Cullen to do "An Offer from the Crows." Yet that's exactly who I picked. I failed two conditions that are supposed to be necessary for Zevran to show up but he still did.

Has anyone else had this bug? I couldn't find any record of it.
