I tried Vsync ON OFF FAST 1/2 1/3 1/4 neither helped.
Im on 77" LG C4 Oled with a 4090 too, win11 23H2.
Tried everything, disable gsync, recalibrate HDR, reinstall drivers, changing tv and pc outputs from RGB Full to limited and YCCBCR444 Limited, 8bit 10bit 12bit. Tried lowering graphics, set everything off, tried tv settings change. Its on the title screen too, and its worse on far objects and if moving the camera. Later im adding a slowmo video too.
I dont think its a HDR related issue on PC, because turning off HDR wont help. But with C4, if in TV HDMI settings im turning on the Dolby Vision PC, its getting better...
Its a bit disappoint that EA support does not reply... Its 100% not a hardware or OS related issue with our computers or displays because any other game working without problems without scanlines....

Yup, I did all the same testing and that's definitely the same issue. I think the reason turning on the Dolby vision setting makes it better is that it makes the picture brighter. However that isn't a good workaround because the TV shouldn't be in Dolby Vision mode to get the most accurate image. Hopefully a fix can be identified soon as there are no settings that can be changed to solve the problem at the moment. Thanks for sharing your input and contributing to the thread!

Yeah i know i dont use Dolby Atmos Pc setting...
Maybe is there any people with same problems on AMD cards or older Nv cards?
I found almost exactly the same problem on the internet in some other games, and some people wrote its DSC problem - not confirmed...
I dont know but its interesting, i played several other games in the last months neither has the problem...
Playing with vsync ingame makes it a little better (nvidia settings gsync off, vsync 3d application use), but vsync on is almost the worst, vsync 1/2 you got half framerate but its much better IF you set the refreshrate to 60 and you get 30 fps. If you set refresh rate to 120 and got 60fps with vsync 1/2 its almost the same as before with just turn vsync on....- zmshore19 months agoRising Novice
Yeah, I did notice that fps/vsync settings seem to affect this somehow. Even on the TV at one point just changing the "true motion" option as I think it was called, changed the direction of the lines. But I still don't understand why this problem only happens with this game, especially in borderless window mode, where it should not have the ability to change anything about the output.. I've tried pretty much everything so at this point I think I'm just going to hope someone finds a fix or we can get to the bottom of this somehow :\
