I found a way around this issue, create a new folder and drag any packs you dont want to play in there, the open the game and they will show as not installed, if you want to use them just drag them back

thank you so much!! also if other people are trying to do this and the game file just makes a copy and dosen't remove it you can hold shift while dragging it and that will remove it and then you can move it back later when you want to!! happy simming 🙂
