Payment screen issue

I have a purchase in my cart and every time I try to press the cart, I receive an error message saying that it cannot connect the servers, and it needs a restart. I've tried everything from clearing my cache, connecting directly to the laptop hard wire internet. I've been dealing with this issue for a week now.
