I can't make new purchases, every DLC shows #OFFERNOTPURCHASABLE after I click Buy. And I tried all the EA platforms, and the packs doesn't show up or show not available.

As you've guessed, what you're seeing is likely due to the region you currently live in and the game's limited availability there.
