Update: High School Years (Sims 4) will not download.
Update: I spoke with two different reps from EA regarding this issue and they determined...they have no idea why this is happening. I went through the 'Problems Installing/Downloading' checklist and nothing fixed it.
They think it might be a bug with the app and it's been reported. Hopefully, it can be patched so I can start playing with the pack again. I was planning on doing a SuperSim challenge with every pack so far, so I'll put that on hold for now.

The only posts I've seen about this come from four years ago when the pack first came out. I recently had to do a complete reinstall of Sims 4 on my PC - and High School Years refuses to download yet again.
I encountered this issue when I bought a code for it in 2022, somehow got it to download by some fluke. Every bit of advice I've seen for this issue does not work. Not clearing the EA app cache, not booting my PC in Clean Boot, not disabling my firewall etc. Repairing/reinstalling the game and EA app did nothing.
The error says: "There's a problem with your pre-order content." or something to that effect. I didn't pre-order it, I bought a code from Amazon and redeemed it. (It was unable to be purchased through the app in 2022 due to that same bug, so I had to go about it that way.)
It also says "Installed" when I go to Manage Add-Ons, but it's not showing downloaded or installed in my game?
I've removed all mods to try to fix this with no luck. Submitted a ticket to EA support days ago, which unsurprisingly, has gotten me nowhere. If anyone has any other ideas, I would be so greatful.
