ea and steam quard

Hello everyone, I am interested in this question, if I was banned from ea for inciting hatred and I can create a new account to continue the game, can I link the old steam account to which the ea account was linked, which is banned to the new account with the new ea account with one steam quard. Is the ban being transmitted?

    I'm not going to unlink the steam, I need to find out if I can add another steam to the steam through steam guard with a new ea account.
