PC Performance Optimization Feedback Request

System
  • OS: Windows 10
  • Processor: Ryzen 5 2600
  • RAM: 16
  • GPU (including Manufacturer) Nvidia GTX 1660Ti
  • Driver Version: 528.49
  • Network Speed: 30 Mbps
  • Storage Type and Capacity (including Manufacturer): Samsung EVO 980 SSD
  • Refresh Rate of Display: 60 Hz
Game
  • Game runs horribly, looking very bland and blurry on higher settings, and very washed out on lower settings.
  • Current Preset Graphical Settings Selected: Doesn't matter if Lowest to highest, FPS is around 20 ~ 40, and feels very slow motion sometimes.
  • Resolution Selected: 1920 x 1080
  • On a side note, when checking Task Manager, CPU seems to be running very high at 60 ~ 80%, while the GPU is at 1 ~ 3% usage.
