Can't modify most settings

Steps: How can we find the bug ourselves? I just went into career and wanted to change any setting
What happens when the bug occurs? I'm in the settings menu, and I can only change the setting filter mode between basic standard and expert. But when I go in any field of the settings, 95% of the options are gray and unable to be changed. I wanted to raise difficulty, but I can't. I wanted to remove helps, but I can't. I want to change weather precision, but I can't. I've restarted the game plenty of times, and the bug persists. I don't really know what I could do different
