N.B. AS I UNDERSTAND IT
The basic presets are loaded from the (Steam paths, not EA or any use on console, sadly) folder
C:\Program Files (x86)\Steam\steamapps\common\F1 23\actionmaps
However, I believe the custom schema is saved into your monolithic profile save (as are car setup files; you can publish these to Steam library though and re-import)
C:\Program Files (x86)\Steam\userdata\<YOUR_STEAM_USER_ID>\2108330\remote
it's encrypted / not editable, Unless you are CM/EA, but I think the game executable has read/write over areas (as you'd expect).
So, unless you modified the default controller actionmap and saved it (because verifying Steam files loads the default actionmap / controller preset) you can't restore it easily.
If you have a system image of the game before the 1.12 update, you could restore it, open Steam in offline mode (or w/o Internet) and go in and screenshot (or write down) the settings. But I'm pretty sure most won't be able to do this. I stopped bothering fighting Steam cloud because I would get sync errors that just wouldn't clear.

Would the game start without internet connection? At least to a point where we could go to the controller / keybinding settings and write them down?

Yes, it's been suggested. But you can't go back to 1.10 if 1.12 has happened, like I said above.

I've made this suggestion before...keep a Notebook.
Things happen and this works for keeping track of Setups, Times and ALL settings.
