EA play and loyalty discount is not stacking on Xbox

I launched store from in-game link(sale-neon city) but I found there is two editions one for EA play discount and one for loyalty discount. I know it can double stacking on other platform and I did ...

I have contacted already Xbox because of this problem and they said, that EA is responsible for the discounts and if they stack or not.

But I am wondering, why it’s working on other platforms but not Xbox
