So I haev now run out of ideas for this game. I have ow updated the BIOS to F37 as suggested. I have also uninstalled the game and re-installed it, have verified game files again in Steam, no joy in being able to join a lobby on an invite received.
I have now also run the CMD prompt commands to release and renew IP's, flush DNS and the netsh commands to reset winsock.
Now, I can't even join on a PC hosted lobby, which I could do previously. To note, I launch and run the game through Steam. We fortunately had some time before the race (which I then ended up missing tonight due to this error), and tried multiple methods which involved, trying to through steam "join game option", sending an invite in steam for me to join on, invite through the game to join on to my EA platform account, etc. We tried all the options with firewall enabled and disabled. Same error.
I did notice strange behavior (first time seeing this occuring), where if he sends me an invite to my EA platform account displayed in F1, then I get a steam pop-up coming up showing the invite that came through. This only occured in past if I was sent an invite on my Steam platform ID, not for me EA one. I can see this invite however showing in game as well.Since this is strange behaviour, I've gone and delinked my steam account from EA. Waited a few minutes and linked my steam account again. Waiting for my friend to finish the league race which he is hosting, will then check if that may have changed anything, but doubtful. If it worked, I'll post an update to this reply (which I do hope). If not, it seems there is no hope as there as even some of the other "fixes" posted I could get on Google and Youtube, does not work (Change of DNS settings).
I've attached again my DXDIAG.

Coreserviceshell.exe is showing in the WER.
Uninstall your AV?
This may well have a networking layer.
I’ll just stress that you should not have to go through any of the steps you mentioned with connectivity.
Installing the game on W10 or W11 with Defender requires zero effort to whitelist anything nor touch the firewall configuration.
