Steps: How can we find the bug ourselves? The game cannot be saved from the start of the game, and you have to re-set and agree to the terms and conditions again from the beginning whenever you start new. Currently, everyone who enjoys playing F12 23 games can't be saved and no solution has been offered. Even though this bug has been around for a long time, it hasn't been fixed.
What happens when the bug occurs? There is a hassle of having to re-set every new start, agree to the terms and conditions again, and there is a great inconvenience of having to start anew because the career mode is also initialized.

It’s clearly not everyone though. 

If no one works through the reasons why they can’t save then we can’t know why. 

I don’t recall ever having the fail to save issue.

The only concrete solution we have so far is where people have had AV configuration with the  controller folder access enabled.

Where that is not the case there is no definitive second action. Machine reinstalls and general updates have been the only other thing that’s worked. But there is no definitive reason as the problems a reinstall solves are manifold.
