There's no audio on your clip. Disable the XBox GameBar, it's unhelpful.
The game title screen loaded twice. I had this on Sunday (yet to report as a bug) after reinstalling my GPU driver (DDU). So I'm fairly confident this occurred as a result. I also lost audio until I restored the default (also happens after chipset driver update).
If you have the option, rewind to a supported driver where this did not happen. I'm on AMD, so I can't really advise the last stable driver. Maybe another nVidia user can chime in.
You will need to load the onboard audio driver and use an audio output device (it will be mute in Windows until it detects the jack).
Didn't watch to the end. I will post an Afterburner clip.
So over the weekend, I played once and actually completed a race, but then followed up on another day and game crashed/black screen.
I have the Afterburner data and a video (W/ Audio) with a black screen, but it doesn't show on video, only my screen. The video shows it just stutters badly, with GPU & CPU usage just drops like a rock.

Main points from your video.
You are not playing fullscreen (observation, not necessarily 'wrong', but may be a factor).
It took 4 minutes of black screen to NOT load into 'Braking Point'.
The Two Player Career mode also took 90 seconds to load (unsure if this is "normal" as I don't play the mode as I don't have a friend to play the game with.... 🥳
The black screen event occurs as you say on Lap 10, unsure as to the cause as you stutter, the friend says black screen as the network low connectivity warning appears, hard to say which is causal. GPU utilization never recovers.
Can you enable FPS counter also?
There is a green app icon in the tray, is that Steam (hard to see from the video being a bit mashed)?
I do believe you have a game installation issue or storage issue as nothing is really loading quickly enough (unless the hang is attributed to network timeouts).

It is in full screen but recording was showing my entire screen lol
2 player career or normal career same issue happens, but hey let's fix this issue and we can play together lol 😉
So i did also notice that GPU util never came back more than 60%ish
I could do another run with FPS showing.
I got this BSOC last night so I think you are correct on it being a storage issue. The game is installed on HDD
