@Definetelyalex I had this problem for months even though my pc is up to date with specs and decent hardware. I tried all the rubbish with clean boot ,in place windows upgrade, command prompt.
What I did was just disable my graphics card and then enabled it. It sounds simple but this may only work for me and not for you. Another tip, go to Nvidia experience and hover over f1 23 and click details then turn those graphics right down to low and game should run. Uninstall all files related to f1 23 and reinstall. You probably already know but just make sure you’re not running anything in the background especially with 8gb. I bought more ram and it didn’t work straight away but after I changed settings to low it did, and you can always change them to medium or high if you want.
