Game freezes, and crashes me into the wall during that freeze

I changed my PC to a laptop with i5-12450H CPU, 16GB RAM, 1,5TB SSD, and GeForce RTX 4050 with 6GB vRAM, and game freezes in just random moments.
The game freezes usually just before corner. For example - on the SPA circuit it freezes always before the eau rouge - radillon section. It freezes for 1-3 seconds, and after that freeze Im in the wall. In single player mode I can always use a flashback (after using it, game is not freezing untill the next lap), but online gaming with this issue is just impossible!
And also - game is freezing always when cutscene transitions to other cutscene. For example, before the session, I can see cutscene showing track, then corssfade to cutscene with driver in garage, and when it crossfades, game freezes for 1 to 3 seconds.
I checked that when the game freezes, usage of GPU, CPU and SSD drops to 1%. No matter which graphics setting I will use. The lowest or ultra. RTX on or off. Also I checked game files integrity, and OS files integrity (I use Windows 11). Also I checked my SSD using chkdsk. It freezes always in the same situations.
Strange thing is, that on my old PC (I5 7600, 16GB RAM, 2TBSSD and GeForce GTX 1060 6GB vRAM) I have no issue with freezing. it runs on low-medium settings at 50-70FPS.
