graphics card not running at 100% utilization (changes at random)

Summarize your bug my graphics card is not fully utilized or is uitilized totally random!
What is your 16 digit Report Code? AAJT-HJGV-KMST-XSSE
Can you please provide the name of your current internet service provider? T-Online
Which area is the bug/glitch in? Single Player
Steps: How can we find the bug ourselves? see above
What happens when the bug occurs? see above
What do you expect to see? 100% graphics card utilization

most of the time my graphics card only runs at around 60% utilization, which leads to around 50-70 fps in dry weather and around 40-60 fps in wet weather conditions! it doesnt matter which game mode: time trial, races or benchmark mode! when the graphics card isnt totally utilized i can also feel it in the menus, it feels really choppy! sometimes it fixes itself randomly (100% utilization) only to be bad a couple of seconds later when driving, also when the prolems occur my ffb (t500 rs) is basically gone and i cant feel any effects anymore.... sometimes it fixes itself with tabbing out of the game or just going to different menus ingame or game modes only to be bad afterwards again, but its not constantly reproducable! i already tested different windows and ingame, settings, different drivers, different input devices, reinstalled the game etc and i am out of ideas..
in the 3 betas i particpiated the problem wasnt there, i only noticed the low gpu utilization at the beginning of race starts (also in benchmark) and it fixed itself after 10 seconds, but not in the full release...

    thx for your advice, but i think i fixed my problem by changing two settings:

    disabling nvidia reflex and changing the "frame rate limit" option to on and setting the max fps to 250 and afterwards change it back to off again! the strange thing is, i did both things separately before and it didnt help but doing both somehow worked.... im afraid to change any more settings, as long as its running fine now im happy 🙂

    thx for your help!

    p.s.: maybe the devs could take a look at these settings, maybe there is a bug in the engine and how they both seem to interact...

    Post your mainboard make and model please, it's not in the dxdiag (ASUS?)

    Why running the hotfix 536.09 when you do not have G-SYNC displays?

    Suggest DDU and run 535.98

    Verify Steam files and delete hardware_settings_config.xml before launching the game. (Not with EA App)

    i had the 535.98 driver installed until a couple hours hours ago and wanted to see if the hotfix fixes my problem.... and yes i always use ddu when installing new drivers...

    i already tested the "verify steam files" option and also deleted the folder where the 2 xml files (hardware_settings_config.xml & hardware_settings_info.xml) are stored!

    WER suggests 'ATKEX_cmd.exe' is not working.

    Install Intel Driver and Support Assistant to load MEI driver and any other outdated platform or system drivers.

    ME firmware can be had here (as good as any guide, as I do this myself on Intel boards)

    Restart as prompted. 

    Uninstall any ASMedia driver from your Add/Remove Programs, restart as prompted. From Device Manager, delete the ASMedia USB device driver, including the prompt so that the Windows Inbox driver loads. Try not to plug in USB devices into the ASMedia USB ports (under LAN - USB3.1 EA_1 and USB 3.1 EC_1) and ensure PCIE x1_1 & PCIE x1_3 are unpopulated (refer to manual).

    Download Realtek UAD driver.

    Follow guide on site 

    OR

    Disconnect Internet, uninstall Realtek High Definition Audio driver. Restart as prompted.

    Connect internet. Ensure Realtek Store app is downloaded and in Device Manager audio shoes as 'Realtek (R) Audio'

    Verify Steam files and delete hardware_settings_config.xml before launching.
