Huge perfomance issues on night races

also having this problem on PC with a RTX 2060 GPU. GPU load goes to around 90% in night races or even time trial on lowest settings on 60 fps. Yet I can run 100 fps and medium settings during day races and the GPU load only goes up to around 40% ish.
