Came back here to report that after today's update where this was listed as fixed, this issue isn't fully fixed.
Now this pertains specifically to the "Lightning Quality" setting.
On Low (with every other possible setting maxed), I get around 180 FPS
Medium - Immediately tanks to around 100 FPS
High and Ultra High - tanks to about 60-70 FPS.
Friend that runs the game on a 3080 reported the same thing.
The issue with this setting wasn't present in previous titles, neither does it affect performance during day races, so this is still effectively a bug, or terrible optimization of the lighting at night.
Setting it to low/medium, makes it playable, which wasn't the case before, so changes were definitely made, but now the issue is clear with a single setting.

For me the issue is also still there, but it has definetely gotten better.
I've tried to do a race on every night race in the grand prix mode a few minutes ago and I came to the conclusion that on Bahrain and Abu Dhabi the issue for me has been fully fixed, on Qatar, Las Vegas and Jeddah the issue has gotten better, but I still experience some FPS drops there. In Singapore I can't experience any improvements at all. Maybe just a tiny bit, but I still have a lot of lags and FPS drops when racing in Singapore on night.
So for me it hasn't been fully fixed, but made the issue less effecting which is already a good step forward.- 3 years ago
Yeah, there's still issues and it's worse on some tracks than others.
Other thing I've noticed is that the transition between sunset and night also has lower FPS.
And in regards to the weird visual glitches that appear on the horizon when night time arrives, setting Lighting quality to low gets rid of these completely, but FPS are still on the lower side.

@RallerZZDid a test in Bahrain after the patch and discovered a quick fix for the horizon glitch when the sun sets.
Once the sunset glitch happens during the race, go into the settings and change the lighting quality then go back into the race. Immediately do it again and set the lighting quality back to where you had it and the smoke/fog glitches are gone. I'm still seeing some weird light reflections on the halo and this trick has be done each time the glitch happens unfortunately. .
