Not only does it not allow you to make changes, but for an ES wheel it has mapped controls to buttons that do not exist (9-12) and does not allow changes, so you cannot use these functions.

I found a trick on internet,
quit game
edit \F1 23\actionmaps\moza_r9.xml file
replace similary lines with these
<Action actionName="Menu Accept">
<Axis axisName="di_button_0" type="uniDirectionalPositive" deadZone="0.0" saturation="1.0" />
</Action>
<Action actionName="Menu Back">
<Axis axisName="di_button_1" type="uniDirectionalPositive" deadZone="0.0" saturation="1.0" />
</Action>
I simply switch button_0 and button_1
Save the file and relaunch the game.
Caution : make a backup of this file, EA love make update where all our settings are gone... :-(
