Summarize your bug The "Motion Blur Strength" setting doesn't work. It seems to always be turned off during gameplay and set to maximum during cutscenes. This happens in all game modes.

Which area is the bug/glitch in? Single Player
Steps: How can we find the bug ourselves? Go to any mode. Set "Motion Blur Strength" to 0. Drive. Set "Motion Blur Strength" to 20. Drive.
What happens when the bug occurs? Changing the setting from 0 to 20 makes no difference.
What do you expect to see? Changing the setting from 0 to 20 should change the intenisity of the motion blur effect.

It doesn't work on PC either AFAIK.
