After dealing with it for days, I fixed it by manually forwarding some ports on my modem. This helped: https://www.reddit.com/r/Starlink/comments/1csh3xo/ps5_connection_problems_for_f1_23_game/

I also switched to OpenDNS and maybe that played a part as well.
