I am going to put forth some screenshots next. The reason I even noticed something was up because of all the F1 23 PC clips on YouTube where people had clouds normally and it looked so good. My PS5 version does not have clouds at all. And from all the PS5 clips on YouTube I have not seen anyone else have clouds so far either.
After some testing, I want to note that the same "bug" (bug or intentional) happens in career mode as well as in single player grand prix mode too. Looks like this is a PS5 exclusive thing unfortunately as clouds form normally in all the F1 23 PC version video clips I have seen so far.
It looks like there is a white/gray curtain on the sky and its opacity/pixel density just changes according to weather and clouds do not form. Reminds of smog in real life. Once it gets white enough, the rain might start.

This is now taken from partly cloudy stage when there should be clouds but instead one side of the sky is blue and the other hazy white:
Now the next two pictures are from when the sky is now completely cloudy (yet no actual clouds still) and finally it starts to rain:
Again, it is just a constant haze in the sky that just slowly overrides the blue hues and it turns white when cloudy. All actual clouds are missing.
