Post a dxdiag, but this sounds like bad connectivity due to 3rd party AV.

Windows 10 or 11 latest public build (not Insider) updated, with Defender and Windows Firewall are sufficient and will not hinder your CPU.

You can set Secure Boot and HVCI (Windows) Core Isolation. 

v5 chipset driver from link (AMD)

SAM no supported CPU. 

Delete hardware_settings_config.xml

Uninstall Norton Security then run NRT.

Upload newly created hardware_settings_config.xml
