As I understand it, the voice control on Xbox is via Kinect (v2) which has been discontinued by Microsoft on newer Xbox consoles.
So in other words if I want to use the voice control on the game id need to buy the Pc version of it and play via that

Yes the voice commands should work on PC (mine don't currently). Honestly haven't been minded to troubleshoot it. I don't really have a lot of interaction with game modes that use it.
Kinect runtimes are used on PC also.
