Summarize your bug The Goal "Unlock Engineering" cannot be selected. My car is full of legendary parts and should unlock. Tried uninstall, restart and reinstall, but no difference detected.

Which area is the bug/glitch in? F1 world
Did you have cross-play enabled? No
Steps: How can we find the bug ourselves? try f1 world, and go to goals.
What happens when the bug occurs? Can't unlock the goal
What do you expect to see? The goal engineering unlocked

Progression not counting towards to unlocking features, or erroneously locking functions of F1 World.
