Same problem on PS4.
I had this problem on PS5, had all but one equipped with rare or above, played several games and it wouldn’t unlock.
stripped it back to one rare and the rest uncommon, one race and it unlocked, I’m guessing it’s the ‘an’ upgrade bit literally meaning one.
