its because of volumetric fog the fix currently is to go into the games settings files and force it to off as you cant do it using ingame settings [same as TAA] its far worse in VR but changing the setting for volumetric fog to false fixed it
1: Set all graphics options to what you want depending on performance (including Lighting as high as you want, which is what the fog falls under).
2: Open hardware_settings_config_vr.xml under Documents/My Games/F1 23/hardwaresettings (Save a backup!)
3: Find the following line and change volumetricFog to "false" example: <lighting quality="3" volumetricFog="false" volumetricFogMapWidth="1920" volumetricFogMapHeight="1080" />
Wow the game looks beautiful now.
I opened the file with notepad btw, ctrl+f to search and enter "vol" to find and volumetric fog line code and then changed it to false.

nevermind, setting volumetric fog to "false" removes the entire graphical atmosphere of the time. It looks way better with it set to "true".
I hope they fix this soon. Definitely wanna play with volumetric fog, it looks gorgeous.
