25% races config

Hey everyone, good evening.

I haven't been playing for the past two weeks because I broke my hand, and now that I'm back, I started a new career and noticed that in 25% races, it's not possible to enable the safety car or red flags. Has anyone else experienced this? Is there a solution, or are we back to the release days where only races of 35% or more had these settings available?

Please help me out.
