@poosmelly19 Try setting the steering rotation to 360 degrees in the force feedback settings. It is on 400 degrees by default. I found this helped me a little.
I had this effect after running the game for the first time. Looked distracting.
In my case I got it solved by either limiting the FPS to a certain value (60) or by enabling VSYNC (yes I know the side effects of the latter).
Now everything is smooth as silk again.
