@GladiatorX_06can't beat David on that, and I'm sure Casey will have great tips of his own to add to the mix. But you're asking specifically about a protocol? As in, a procedure to know how to bake a setup from start to finish?

It's a hidden gem. He tries to show you where in the lap each component is the most influential in the handling, and will give you pointers as to what to adjust and in what order.
My approach, and I'd wager the general one wouldn't deviate much from it, is to start with the default setup the game recommends to that track. That should be your baseline. Someone with good knowledge has already come up with a working setup, you should start with that. Then I used to approach parameters in this order:
- Wings on high and medium corners
- Suspension geometry
- Springs and ARBs on low and medium speed corners
- Ride height
- Differentials and brake bias
- Tyre pressures
Test runs should be made at no less than 80% effort. Don't slack on them, but don't go for push laps all the time either.
Make A/B/A testing instead of only A/B testing too to rule out personal skill and track evolution.
