F1 world tech level hard cap hans't incresed for season 3

At the end of season 2 my tech level was 1200.and now in season 3 I still can't get above 1200 no matter if I win upgrades or try to engineer them, none are above 1200. No real incentive to play that...

And again for season 4. Tech level cap is 1200 which I have been since the end of season 2.

Can anyone explain this?

Edit: Also, there's no new series' in f1 world series tab.
