It depends on the wear. Punctures happen from 80% tyre wear i find
You used to get them when running over debris. Another feature that was removed from the game...
We don't even get alternate strategies if we do get a puncture either...
If I remember I got one very early on, several patches ago. I think the tyre was 60% worn at the time and it was at Monza.
I only get them when a tyre reaches 99-100% wear.

this game needs better tyre physics. Why can’t we flat spot a tyre and have the vibration effect the way we drive?
I just had one! Hit the wall right rear coming out of last corner in Jeddah (like Verstappen did few years back). Tyre and wheels were still on the car, but showed 100% wear. Replay confirmed it was flat. Was able to get car in garage and the little clock with time required to fix damage was showing. Session ended before it was repqired though.
